Installing lifts has proven to be an excellent solution in order to improve the quality of life of the inhabitants of residential buildings or to improve the operation of commercial or office establishments. Not only do they help to speed up the movement between floors, but they also promote accessibility and the inclusion of people who, for various reasons, may have reduced mobility. For this reason, there are various types of financial assistance for installing a lift, which we will discuss below.
For people with reduced mobility (for example, the elderly or those who need to move around with small children, pushchairs or heavy objects) stairs can be a handicap. Lifts break down these physical barriers and promote greater autonomy and inclusion.
Moreover, lifts increase the value of the property. In an increasingly competitive property market, lifts can make buildings more attractive because they are functional and modern, increasing their selling or rental price. Thus, lifts not only improve people’s quality of life, but also the value of properties.
Financial assistance available for installing a lift
Homeowners or property owners may often consider the installation of a lift or other vertical transport equipment to be costly and therefore avoid carrying out the process. However, in Spain there are currently various types of financial assistance for installing a lift, which aim to make it more accessible for everyone. We’ll tell you what they are.
Government grants to install a lift
Since 2018, the Spanish government has put the focus on improving and renovating access to buildings in general. It therefore launched two lines of financial assistance aimed at providing incentives for housing renovation. These were active during 2019, 2020 and 2021. These plans are the State Housing Plan 2018-2021, which was extended to 2022 and has now been replaced by the 2022-2025 plan, and the Plan for the Recovery, Transformation and Resilience of the Spanish Economy, within the framework of European aid funds. The first plan established grants and financial assistance to improve accessibility in buildings, including support for the installation of one or more lifts.
Within this plan, financial assistance is available for the installation of lifts, ramps or other accessibility devices, including those adapted to the needs of people with intellectual or sensory disabilities. Also covered is their adaptation, once installed, to the corresponding regulations.
The following are considered eligible for financial assistance under the State Plan for Access to Housing:
- The installation of lifts, ramps, stair lifts or other accessibility devices, including those adapted to the needs of people with intellectual or sensory disabilities. Also their adaptation to the corresponding sectoral regulations.
- The installation of warning or information elements, such as sound or light signals, to provide guidance in the use of lifts or stairs.
- The installation or provision of assistive products such as hoists or other similar devices to enable access to and use of the common elements of the building by persons with disabilities.
- The installation of home automation and other technological advances that improve the autonomy of people with disabilities or the elderly.
- The installation of electronic communication elements and devices between homes and the exterior of the building.
- Interventions to facilitate universal accessibility to the interior spaces of family homes and their escape routes.
- Interventions that improve compliance with the parameters established in the basic document on safety of use and access (DB-SUA) of the Technical Building Code.
It should be noted that this financial assistance for the installation of a lift in the form of a grant does not need to be repaid. This financial assistance is aimed at making it much easier to purchase and install lifts.
Government grants for installing a lift
In the case of corporate buildings, official buildings or shopping centres, capacity is an indispensable factor for lift installers to consider depending on the number of people in the building. Unlike residential buildings, large numbers of people, from employees to visitors, are expected to move around these environments. Therefore, the system must be able to cope with high user traffic.
Access restriction systems, for their part, play a very important role, particularly in official buildings. This is what makes it possible to protect confidential information and people who come to these places, in addition to increasing the security of the installations. Ways to secure access include fingerprint readers, security cameras or key cards. These are systems that must be suitable for integration into existing infrastructure.
NextGenerationEU Funds
NextGenerationEU is a European funding initiative consisting of a package of instruments to provide financial support to member states.
Among the many areas of application of these funds, we find financial assistance for the renovation of buildings, which includes the installation of lifts and other vertical transport systems such as mobile ramps or stair lifts.
In order to access these funds, the residents’ association must comply with current technical and energy regulations (be energy efficient), as well as the dimensions of the cabin according to the space.
Programmes to improve accessibility
There are also a number of specific programmes aimed at improving accessibility in residential buildings. One of these is the “Revalue your home” programme which specifically seeks to improve accessibility and energy efficiency in such buildings. The programme offers financial assistance and grants for the installation of lifts and other devices which improve accessibility.
Tax incentives for residents' associations, private individuals and companies
In addition to the direct financial assistance mentioned above, there are various tax incentives for installing lifts in residential buildings. For example, residents’ associations can currently deduct 20% of the costs of installing lifts in their income tax return. Companies and individuals can also benefit from these incentives.
